Creates (and manages the connect/disconnect lifecycle of) a
ChatNotificationsClient for the lifetime of the component. getAccessToken
is read fresh on every reconnect via a ref, so it doesn’t need to be a
stable function identity across renders — only chatApiUrl changing
recreates the underlying client.
